An estimated 2,795 participants are expected between 2024 and 2029, 11% of the OEH Priority 2 target for the 2025-2029 programme. They come from groups in a situation of or at risk of social exclusion and other situations of vulnerability, identified in the Programme and European Regulation 2021/1057. Participation targets are set for all of them: Unemployed people (83%); PLD (43%), Recipients of financial aid (38%), in precarious employment situations (14%), Under 30 years old (23%), Over 45 (30%), Over 55 (19%), People without studies (36%), People with studies up to primary (49%), Migrants and minorities (62%), Homeless people or in residential exclusion (29%), with disabilities (9%), health problems or chronic illnesses (18%), participants from rural areas (14%), women victims of gender violence (6%) and in single-parent households (9%).

An impact on the specific objectives of the Program and those established in the European Pillar of Social Rights is also expected. Based on experience from previous calls, it is estimated that 69% of the 2,795 participants will obtain a qualification after their participation, 20% will find employment after their participation, increasing to 21% within six months of participating in the program. These objectives are higher than the combined results and impacts achieved in this area in the previous OP (47.9% of people who manage to improve their situation, integrating into educational systems, obtaining a qualification, or obtaining employment).

In turn, other results and impact indicators proposed by Regulation 2021/1057 have been established, such as people who are integrated into training or education systems (24%), and which evaluate their contribution to the principles and criteria of:

  • Equal opportunities and non-discrimination, such as people who improve their language skills (49%) and digital skills (40%), who increase their social support network in finding and maintaining employment (66%), who improve their administrative situation (15%), their social and community participation (53%), their economic situation (34%) or their housing situation (28%),
  • Equality between women and men, such as qualified women in male-dominated sectors (6%) or qualified men in female-dominated sectors (6%),
  • sustainable development with people improving their sustainability skills (31%).
